Metropolitan Housing/Municipal Housing
Metropolitan housing and municipal housing offer rental housing at low rental rates for those with financial difficulty in meeting the monthly rent. Foreign residents who live in Tokyo may apply for public rental housing. Such housing can be applied for by permanent residents or those recognized as having settled in Japan or those who have stayed in Japan for at least one year after completing foreign resident registration and fulfilling other requirements. Furthermore, since applications usually exceed the number of vacancies, a lottery is held to determine the occupants.
An announcement is made concerning the application period in the Adachi-koho newspaper and the Adachi City website.
Metropolitan Housing Application Procedures
●Tokyo Metropolitan Government Announcement
▼Tenants are selected by lottery (scheduled application periods)
Housing for general households and single people (early May and early November)
Housing for single people and Silver-pia (the senior citizens) (early February and early August)
▼Point System (Early February and Early August)
For households with a single parent, the senior citizens, physically/mentally disabled people, many children; general households with an especially low income; and households with a person who uses a wheelchair
Note: The point system refers to the method of selecting tenants not by lottery but by giving priority to those with a high level of need until the vacancies in the application area are filled.
Application Procedures
Obtain a metropolitan housing application information packet from the Nishiarai Service Center of Tokyo Metropolitan Housing Supply Corporation (Tel: 03-3885-4611), the Housing Management Subsection, Building Disaster Prevention Section or Residents’ Offices and mail your application during the application period after confirming that you are eligible to apply.
●Local Allotment Public Announcement
If the Tokyo metropolitan government allots housing for city residents, tenants are solicited by public announcement (late May and late November). An announcement is made concerning applications for vacancies in the Adachi-koho newspaper and the Adachi City website. The application procedures are the same as for municipal housing, as follows:

Applications for vacant housing for families are scheduled for late May and late November. All housing tenants are selected by lottery.

Obtain a housing application form and information packet from the Housing Management Subsection, Building Disaster Prevention Section or Residents’ Office and file your application with the Housing Management Subsection in person or by mail during the application period.
