National Pension

 Pension Program

National Pension is a program operated by the national government in which everyone from 20 to 59 years of age is enrolled and supports the livelihood of the elderly, disabled and bereaved. Everyone from 20 to 59 years of age who has completed foreign resident registration, including students, must enroll in the program. Those enrolled in an employees’ pension plan or mutual aid pension plan and their dependent spouses do not need to complete these procedures.

 Pension Premiums

Social Insurance Offices handle the payment of pension premiums. However, if you have difficulty in paying the National Pension premiums, there are exemption programs available.

 Types of Pensions

Basic Elderly Pension:
As a rule, if you fulfill eligibility requirements, such as paying premiums for at least 25 years, you may receive this pension from 65 years of age. This pension can be mailed from Japan even if you live overseas.
Basic Disability Pension:
This pension is given if a member becomes disabled.
Basic Bereaved Family Pension:
If an enrolled member dies, this pension is given to the wife (who has the member’s child) or children.
Other:
There are also other programs, such as Widow’s Pension and Lump-Sum Death Benefit.

 Lump-Sum Withdrawal Payment System

For foreign residents whose stay is short and leave Japan without fulfilling the eligibility requirements, a Lump-Sum Withdrawal Payment is available. Requirements include paying premiums for at least six months, and filing an application within two years of leaving Japan. (If you call after returning to your home country, please call the Social Insurance Operation Center (Tel: 81-3-6700-1165)).
Note: If you are enrolled in a pension plan in a country with which Japan has a Pension Total Calculation Agreement, and if you fulfill designated requirements, you may be able to receive a pension based on the total enrollment period of the pension plans. However, if you accept the Lump-Sum Withdrawal Payment, you cannot add together the period of enrollment in Japan.

 Special Disability Benefit Payment System

The Special Disability Benefit Payment is offered to disabled people who do not receive the Basic Disability Pension because they did not join the National Pension system within the optional admission period.
There are restrictions, such as eligibility and the date of the first medical examination.
